Shopping for pet insurance can feel a little like comparing bags of pet food. At first glance, everything looks reasonably similar. Then you turn the packet around and discover different ingredients, serving sizes, and a surprising number of details to unpack.

Pet insurance can be much the same. Two policies with similar premiums can have very different annual limits, benefit percentages, excesses, exclusions, and claims processes. So, if you’re comparing [pet insurance](https://moneysmart.gov.au/add-on-insurance/pet-insurance)
in Australia, the premium shouldn’t be the only thing you consider.

In this guide, we’ll walk you through what to check, what the insurance terminology means, and which questions are worth asking before choosing a policy.

## Know what you’re shopping for

Before opening 12 browser tabs and forgetting which quote belonged to which insurer, work out what you actually want from your cover.

You might be looking for help with eligible costs associated with unexpected illness, accidental injuries, diagnostic tests, surgery, specialist treatment, prescription medications, dental illness, behavioural treatment, or routine or preventative care.

Not every policy will treat those things in the same way. The [Australian Securities and Investments Commission (ASIC)](https://moneysmart.gov.au/add-on-insurance/pet-insurance)
recommends comparing what a policy covers alongside its exclusions, benefit limits, exclusion periods, pre-existing condition rules, and the age and breed of your pet.

## Your pet insurance shopping checklist

| What to compare | What to ask |
| --- | --- |
| Premium | What will I pay now, and can the premium change at renewal? |
| Annual cover limit | What’s the maximum amount available for eligible claims each year? |
| Benefit percentage | What percentage of eligible vet costs will the insurer contribute? |
| Excess | How much will I need to contribute in the event of a claim? |
| Inclusions | Which illnesses, injuries, and treatments are covered? |
| Exclusions | What isn’t covered? |
| Exclusion periods | How long do you need to wait after your policy starts before you can claim for certain conditions or treatments? |
| Pre-existing conditions | How does the insurer assess my pet’s pre-existing conditions? |
| Sub-limits | Are separate limits applied to particular treatments or conditions? |
| Optional cover | Do I need to add things such as dental or routine care cover separately to my pet’s policy? |
| Claims process | Will I need to pay the vet first, or will the insurer pay the vet directly for approved claims? |
| Eligibility | Are there age, breed, species, or other entry requirements? |

Think of this as your compare-like-with-like checklist. A quote only tells you what insurance costs. The policy documents tell you what you’re buying.

## The 3 documents worth looking at before you buy a policy

While insurance websites are a helpful place to get an overview of what’s on offer, there are a few formal documents worth checking before settling on a pet insurance policy.

### 1. Product Disclosure Statement (PDS)

If there’s one document to spend some time with, it’s the PDS. This is where you’ll find the detail about how the policy works, including what’s covered, what’s not, and the terms, conditions, limits, and exclusions that apply.

### 2. Target Market Determination (TMD)

The TMD explains who a product has been designed for and the kinds of needs it’s intended to meet. It doesn’t tell you whether a policy is right for you personally, but it can help you understand who the product was created for.

### 3. Financial Services Guide (FSG)

The FSG provides information about the financial services being offered, who’s providing them, and other important disclosures.

While these documents may not exactly seem like page-turners, taking the time to understand them can help you make a more informed decision about the cover you choose for your pet.

## What makes a pet insurance policy easier to use?

Cover matters most. But once a policy meets your basic requirements, it’s also worth thinking about how easy it will be to use day-to-day.

### How easy is it to understand the policy?

Clear definitions and accessible policy documentation make it easier to understand what your cover offers.

### How do claims work?

A straightforward claims process can make life that little bit easier when you’re already worried about your pet. Check how claims are submitted, what information you’ll need, and whether your vet can submit a claim on your behalf.

### Can you make the cover work for you?

Some policies give you more choice over things like your annual cover limit, benefit percentage, and excess. This can help you find a balance between the cover you want and the premium you’re comfortable with.

### Is help there when you need it?

It’s worth knowing where to turn if you have a question about your policy or need help with a claim. Check what support is available and how you can get in touch.

These practical details don’t replace reading the PDS, but they can give you a better idea of what having the policy might actually be like day-to-day.

## Comparing quotes side-by-side

You’ve got 3 quotes open. Now what? Create a simple comparison table like the one below and fill it in for each policy you’re considering.

| Feature | Policy A | Policy B | Policy C |
| --- | --- | --- | --- |
| Monthly or annual premium | | | |
| Annual cover limit | | | |
| Benefit percentage | | | |
| Excess | | | |
| Sub-limits | | | |
| Exclusion periods | | | |
| Approach to re-existing conditions | | | |
| Dental cover | | | |
| Routine care | | | |
| Other optional cover | | | |
| Upfront vet payment required | | | |
| Direct vet payments available | | | |
| Claims process | | | |
| Key exclusions | | | |
| Entry age requirements | | | |

Then do something radical: ignore the winner on price for a moment. Look at which column best matches what you originally said you wanted. That’s a much better approach than simply sorting quotes from cheapest to most expensive.

## FAQs

### What’s the most important thing to compare when shopping for pet insurance?

Don’t compare on premium alone. Put the premium, annual cover limit, benefit percentage, excess, exclusions, and optional cover side-by-side, since two similarly priced policies can offer very different levels of protection.

### What documents should I read before buying a pet insurance policy?

Check the Product Disclosure Statement (PDS), the Target Market Determination (TMD), and the Financial Services Guide (FSG). The PDS explains the cover, terms, conditions, and exclusions in detail, and is the one document worth opening even if you skip everything else.

### Do I need to pay the vet upfront when I submit a pet insurance claim?

Often, yes. The [Australian Securities and Investments Commission (ASIC)](https://moneysmart.gov.au/add-on-insurance/pet-insurance)
notes that most insurers require customers to pay the vet fee in full and submit a claim afterwards. Some insurers, including [RSPCA Pet Insurance](https://rspcapetinsurance.org.au/direct2vet-for-customers/)
, may be able to pay an approved claim directly to your vet instead.

### Should I choose a pet insurance policy based on a discount or promotional offer?

A discount alone doesn’t tell you whether a pet insurance policy will suit you and your pet. It’s best to compare the cover and cost rather than letting a short-term offer make the decision. A good rule of thumb is to ask yourself: ‘Would I still choose this policy for my pet, if there wasn’t a promotion?’
